I don't know if you can really jump to that conclusion. He said this angel was made of that gold Dust. When they spoke it was like a lotta different voices speaking at once.
It also didn't give any indication of who he should go after. Nine and Bertolt were on the same team.

I was able to talk to Bertolt yesterday. He said... that an Angel that wasn't any of the Watchers approached him.

It seems that way. From what I gathered, a strange angel approached him, and asked him to keep order by helping to take out the other side.
